Moody's Investors Servicehas changed its outlook for the European Union's Aaa long-term issuer rating from "stable" to "negative". The rating may be subject to a downgrade in the event of a cuts to the ratings of Germany, France, the UK and the Netherlands, which have recently been assigned negative outlooks, and together account for 45% of the EU's budget revenue.
