In the wake of his outspoken attacks on social policy "which encourages people to expect to enjoy prosperity without making the slightest effort, and provides the conditions for decadence worthy of the last days of the Roman Empire," German Vice-Chancellor Guido Westerwelle is at the centre of a debate on Germany's welfare state. Die Welt reports that he is now the most detested public figure in the country.
